It's recorded as the worst natural disaster to hit the U.S. Virgin Island, Dominica and Puerto Rico -- with estimates in damage to the U.S. Commonwealth anywhere from $45 to 90 billion as a result of Hurricane Maria, the Category 5 storm that tore through the Island in September of 2017. While San Juan has been rebuilt and tourism up again, experts gathered at Hunter College for Puerto Rican Voices, Season 4 to look at why growth is not being seen in outlying areas.
